Highway-railway grade crossing state action plans (SAP) are required by the Fixing America’s Surface Transportation (FAST) Act for each state. The mission of the Utah SAP is to identify, analyze, and systematically develop solutions to issues affecting safety at public, grade (at-grade) crossings in Utah, particularly those grade crossings that have experienced multiple incidents or that are at risk for such incidents. This SAP will provide a synopsis of UDOT’s current programs and activities, a historical analysis of collisions, incidents that cause injury or fatality, and an overview of the input provided by other areas of responsibility within UDOT and entities outside the Department.
