The Utah Department of Transportation (UDOT) is providing notice that UDOT’s Application to Assume the Federal Railroad Administration’s and Federal Transit Administration’s NEPA Responsibilities, Pursuant to 23 U.S.C 327, is available for review and comment. UDOT is applying to the Federal Railroad Administration (FRA) and the Federal Transit Administration (FTA) to participate in the Surface Transportation Delivery Program. Under the Program, FRA and FTA may assign, and the State may assume, responsibilities under the National Environmental Policy Act (NEPA), and all or part of FRA’s and FTA’s responsibilities for environmental review, consultation, or other actions required under any Federal environmental laws with respect to certain railroad and public transportation projects within the State.
The application is available for review online at www.connect.udot.utah.gov, UDOT Environmental Division webpage. An electronic copy or paper copy will be provided upon request. Any person or group is invited to submit written comments regarding the application. Comments may be submitted via email to [email protected]; through the UDOT website at https://connect.udot.utah.gov/; or by mail to UDOT Environmental Services, Attn: NEPA Assignment, P.O. Box 148450, Salt Lake City, UT 84114. The public comment period is 30 days, beginning on July 29, 2026. Letters must be postmarked by midnight, August 28, 2026.
