Consultant Services Project Solicitations

Consultant Services Solicitation Resources

The Utah Department of Transportation (UDOT) uses a solicitation document to request consultant proposals. This document clearly outlines the Scope of Work (SOW), project-specific criteria, and the exact formatting requirements for proposal submissions. Solicitations are developed for all Consultant Qualified Pools, as well as for specific projects where:

  • The contract exceeds the RPLOQ contract cap amount (See the Selection Matrix).
  • The SOW warrants a Request For Qualifications (RFQ) selection.
  • A broader audience of proposers is desired.
  • The services requested are for an Environmental Assessment (EA) or an Environmental Impact Statement (EIS).
  • The services are not available through a qualified consultant pool.

Solicitation Advertisements

All Solicitation Advertisements are posted as Open Public Opportunities and can be viewed on the Bonfire E-Procurement platform. We also send emails regarding advertised solicitations, along with other Consultant Services communication, to the Consultant Services Email Notification List. All responses to solicitation advertisements must be submitted through the Bonfire platform. Project Specific Solicitations instructions and other pertinent documentation will be found in the “Supporting Documentation” section of the Bonfire Posting. Each submission for a Project Specific Solicitation must include the following documents:

Acknowledgement Form


The Proposal Acknowledgement Form must be one page, may use the Prime Consultant’s letterhead, but should only include the specified information shown in the Acknowledgement Form Template without any additions. The format is flexible as long as all required details are present. Any additional information will be redacted.

Project Specific Proposal


Proposal Evaluation Criteria is outlined in each solicitation document, as well as the allowable page numbers and formatting requirements. Consultants must write their proposals to address each evaluation criteria.

To gain access to the see past successful proposals in response to solicitations, please complete the Request for Access to the UDOT Qualified Proposals Google Drive form and select the relevant folders. In order to access Qualified Proposals, you will need a Google Account. You can use an existing Google (Gmail) email address, create a free Google Account, or link your current corporate email to a Google (Gmail) account.

Depending on the project, a solicitation may ask consultants to provide a Project Related Experience Table or an Organizational Chart in their proposal submission. Below are examples of acceptable formatting for these responses:

Proposed Staffing Plan


Consultants must submit a Staffing Plan detailing the certification and education levels of all proposed personnel, including sub-consultants. Consultants may use the provided Example Staffing Plan or an equivalent custom format. No additional information beyond what is shown in the Example Staffing Plan is allowed on these pages. Listing personnel on this plan constitutes an agreement that those individuals will be available to perform the required contract services.

The Staffing Plan must be included in the proposal pdf, but is excluded from the proposal maximum page limit. These pages are strictly restricted to staffing details as shown in the Example Staffing Plan; any additional information will be redacted or removed.

Claim of Business Confidentiality Form (If Applicable)


Under Utah’s Government Records Access and Management Act (GRAMA), consultants can protect certain sensitive business information in their proposal submission. Consultants are responsible for identifying what specific information on their submission qualifies for protection, and why the information qualifies per Utah Code 63G-2-305 and Utah Code 63G-2-309.

To protect specific information, a consultant must complete and submit a valid Claim of Business Confidentiality Form (Form BC) along with their proposal submission. An entire Proposal may not be protected under a Claim of Business Confidentiality.
If a consultant uploads a Form BC with their submission, they must submit a redacted proposal as an Additional/Alternate Submission. The redacted proposal must match the submitted proposal exactly with only applicable confidential information redacted.

If a consultant is not claiming business confidentiality for any part of their proposal, they do not need to submit a Form BC

Solicitation Process Instructions

To initiate a Project Specific Solicitation, the UDOT PM must complete and submit a RFQ Solicitation Checklist to Consultant Services. Our team will then help guide the PM and selection committee through the rest of the process—including finalizing the solicitation type, Scope of Work (SOW), criteria weighting, advertising, and scheduling.
